It is not possible to have true democracy without the values of democracy rooted and ingrained in the souls of democrats. The stability of the democratic system and its reaching the level of maturity without establishing national culture and considering it a social value, all of this led us to talk about citizenship in its comprehensive sense, as we relied on the inductive approach, which aims To understand how the democratic transition succeeds and as a basic input to the democratic transition, given that individuals are citizens and there is no discrimination between them, Rooting democracy in its values and ideological content comes through establishing it in cultural life and social directives. The success of the democratic transition is in addition to the values, concepts, laws and constitutions. It requires a culture and democratic behavior at the individual and collective level, that is, the behavior of individuals, groups and parties, so that these practices are part of the process of political and democratic transformation and a manifestation of the right. Citizens express their position.
