Strategy for e-government factors in achieving sustainable development

استراتيجية عوامل الحكومة الإلكترونية في تحقيق التنمية المستدامة

Information and communication technology (ICT) has become a crucial part of society, playing a significant role in promoting development, facilitating international exchange, driving the information revolution, and advancing global information systems. The shift from the physical world to the digital virtual world, known as e-government, has emerged as a response to the need to reduce the costs of governmental procedures and related administrative processes by offering services and procedures electronically. This shift aims to increase the effectiveness and efficiency of government operations by interacting with individuals, the public and private sectors, and organizations, all in an effort to propel sustainable development forward.

E-government plays a pivotal role in achieving sustainable development by enhancing the efficiency of government processes, providing services at a lower environmental cost, and encouraging public participation in decision-making. E-government relies on ICT to achieve sustainable development goals and deliver government services that are more aligned with human needs.

The core issue of this research revolves around the question of what e-government is, its characteristics, and its requirements, as well as the nature and dimensions of sustainable development, and how e-government can contribute to achieving sustainable development. To address these questions, the research employed a descriptive-analytical methodology, aimed at describing the phenomena related to e-government and sustainable development, and analyzing the available data and information. Through this approach, we were able to provide a comprehensive description of the current reality and analyze how e-government impacts the trajectory of sustainable development.

The research led to several key findings, most notably that the transition from traditional government to e-government depends on both objective and subjective motivations. The problem often lies in subjective motivations, which hinder the transition, with the most significant being the lack of political and economic will and the absence of social and environmental awareness in developing countries. The relationship between sustainable development and e-government is positively correlated; the more a country adopts modern technology, the greater its chances of achieving sustainable development. Additionally, reducing administrative corruption is facilitated by allowing citizens to complete transactions personally through the use of technology, eliminating the need for intermediaries.

Keywords: The concept of e-government, sustainable development, the role of e-government in achieving sustainable development.
