The semantic level of language is characterized by flexibility and vitality in change, development, and transition between different languages, and this development does not necessarily have to be intentional, but rather it is spontaneous and automatic. Because language lives in the embrace of society, derives its entity from it, and it develops with its development, rises with its elegance, and declines with its decline. The issue of linguistic development has received the attention of many researchers according to several perspectives Since language is a social phenomenon, it, like other social phenomena, is subject to steady development in its various elements: its sounds, rules, body, and connotations.
This development is governed by fixed, clear-cut algebraic laws, and no one can stop their work or change their results. The speed of change and its results vary from time to time, and from one aspect of the language to another. Therefore, it develops and changes with time, just as a living organism develops and changes, and it is subject to what the living organism is subject to in its origin, growth and development.
This study deals with the issue of the semantic development of political titles in the press, considering that semantic development is one of the aspects of linguistic development, and its field is words and their meanings. The meanings of words do not remain stable, but rather are in continuous, non-stop change. Reading Arabic dictionaries proves this development and shows that the meanings of words Changing from era to era.
Semantic development has various factors and reasons that lead to it, and it also has certain aspects that this development takes, which is what the study attempts to find out and explain the implications of this development that characterizes these political titles.
