This study aims at the issue of environmental pollution, which has begun to disturb the minds of reformers, scientists and rational people and disturb their sleep, so they began to ring the alarm bells, and call for stopping or reducing this pollution that the environment is exposed to as a result of the industrial renaissance and technological progress in this era. As for the importance of this study, environmental pollution has become a regional and global issue that does not recognize political borders, so it has received regional and international attention, because it has imposed itself, and because confronting it exceeds the limits and capabilities of individual action to confront this terrifying danger, and the truth is that environmental dangers are no less dangerous than conflicts, wars and deadly diseases, if not more. Recently, studies and legal thought have begun to pay attention to environmental issues and take them seriously. Many national laws have emerged that were enacted by the legislator in the field of the environment. To address the matter, the Chadian legislator has prepared several laws through which he aims to protect and preserve the environment, taking into consideration the necessity of economic growth. As for the methodology of this study, it is the descriptive and analytical method through describing the state of environmental pollution and its impact on the elements of the environment and the analytical method to analyze the legal texts related to environmental protection. As for the problem of the study, it revolves around the following question: What are the legal means adopted by the Chadian legislator to protect the environment. The problem related to environmental legislation is no less important than other problems that the environment suffers from, due to the duality in texts and penalties, and through the administrative bodies responsible for protecting it, as well as the technical nature that prevails in environmental legislation.
In addition, the concept of legal protection of the environment is a broad concept and is constantly changing. Therefore, talking about the environment has become a matter of course at the present time and has become an increasingly complex and intertwined problem, which has made it necessary to intervene and conduct careful studies of the characteristics of the environment and diagnose the problems it suffers from, and to search for the causes of pollution and the procedures that must be followed to solve its problems and to search for the extent of reconciliation between the environment and development. The issue of the environment and its protection has taken a large part of the attention at the national and international levels, and this is due to its close connection to the life of humans, animals and plants, which has made governments and peoples move towards holding specialized conferences and workshops to discuss the problems related to the environment.
