The Research is about the impact of government control on the performance of municipal councils in the Republic of Chad, the status of the Municipal Council of Abacha city from 2019 to 2022) .
The problem of research is:
– The extent to which government control over the work of the Municipal Council of Abacha city, and the highlight of the relationship with the central authority.
The research composed of three things: What is the preservation of the municipal councils, The terms of reference of government agencies in the Republic of Chad and The impact of government oversight of the Municipal Council of Abacha.
The researcher assumed a number of hypotheses:
1- Government control has positively affected the performance of the Municipal Council.
2- The Government’s control mechanisms on the work of the municipal council helped improve the performance of the municipal council.
3- There are difficulties and obstacles to the process of preserving the work of the Municipal Council.
The nature of the research follows the descriptive and analytical approach and a case study method. A number of tools helped to complete search: Personal interviews, tests, legal documents, administrative decisions, and scientific references.
The researcher chose the members of the municipal council and officials of the various administrations in the municipality, as a society of study, the research for a number of results is one of the most important:
1- Some officials appointed in government agencies administrations are not qualified enough, which led to the impedance of a good control in a good manner.
2- The municipal council has not been resolved since its election, but confidence is renewed and its deputies once, it is very rare, decisions or deliberations of the municipal council and only in two cases have occurred since its composition in 2012.
3- Some members of government and military authorities interpose with negatively on municipal decisions.
4- There are complexities in the administrative procedures for financial allocations that have been allocated by the municipality because of the control of its reputation. Which led to the no-municipal access to it a timely manner, and therefore the process of implementing some activities.
